Tax Returns in Chapter 13 bankruptcy

My new ch 13 client hasn’t filed tax returns in 4 or 5 years.  I told him about 1308(a) which provides that he must file returns for the last 4 years before the 341(a) hearing.  He’s in a big hurry to file and he kinda freaked out when I told him this.  He said he’s working on getting the returns filed,  it will take a while, etc.
